Privacy Policy

This Privacy Policy explains how the Ministry of Employment and Vocational Training (MINEFOP) collects, uses, shares, and protects your personal data on the emploijeune.cm platform.

Scope and Who We Are

This Privacy Policy applies to the emploijeune.cm platform ("the Platform"), an official digital employment and vocational training service operated by the Ministry of Employment and Vocational Training (MINEFOP), Republic of Cameroon. It covers all personal data collected through the website, associated mobile-friendly interfaces, and any linked account, application, chat, or document-upload feature offered directly by MINEFOP on this domain.

This Policy does not extend to any external website, employer career page, social media platform, payment provider, or third-party service that is merely linked from, or referenced by, the Platform. Section 11 below explains this distinction and its consequences in detail.

Information We Collect

We collect the following categories of information:

  • Identity and account data: full name, date of birth, gender, national identity card number, phone number, email address, and password (stored in encrypted/hashed form).
  • Profile and career data: CVs, cover letters, diplomas, certificates, work history, education, skills, photographs, and portfolio documents you choose to upload.
  • Location data: region, division, and city you select for job matching, and approximate location inferred from IP address for fraud prevention.
  • Communications: messages sent through the support chat, contact forms, application messages to employers, and survey responses.
  • Technical and usage data: IP address, browser type, device identifiers, pages visited, session cookies, and log data collected automatically when you use the Platform.
  • Payment and verification data (where applicable): limited transaction references for paid services, and identity-verification results returned by authorized verification partners. We do not store full payment card numbers.

Some fields are mandatory to create an account or submit an application; others are optional and clearly marked as such. Providing false or misleading information may result in suspension of your account under the Platform Rules of Use.

How We Use Your Information

We use collected information to:

  • Create and manage your account and candidate, employer, or institutional profile.
  • Match candidates with job offers, training programs, internships, and government opportunities.
  • Process job applications, generate CVs and receipts, and transmit application documents to employers you apply to.
  • Verify identity and eligibility for programs that require it, including special recruitment campaigns.
  • Send service notifications, application status updates, and, where you opt in, newsletters and promotional messages.
  • Maintain platform security, detect fraud, and prevent abuse of the service.
  • Produce anonymized or aggregated statistics on employment trends for MINEFOP's national reporting mandate.
  • Comply with legal, regulatory, and judicial requirements applicable in Cameroon.

We do not sell your personal data to third parties, and we do not use your CV or profile content to train third-party commercial products without a lawful basis and, where required, your explicit consent.

Legal Basis for Processing

We process personal data on one or more of the following bases, as required by Law No. 2010/012 on Personal Data Protection:

  • Consent: for optional features such as newsletters, non-essential cookies, and marketing communications.
  • Contractual necessity: to create your account and deliver the services you request, such as submitting a job application.
  • Legal and statutory obligation: to fulfil MINEFOP's public-service mandate under Decree No. 2018/696 and related employment legislation.
  • Legitimate interest: to secure the Platform, prevent fraud, and improve service quality, balanced against your rights and freedoms.

How We Share Information

We disclose personal data only where necessary and to the following categories of recipients:

  • Enterprises and training institutions you actively apply to or register with, limited to the documents and profile fields relevant to that application.
  • Government and public agencies such as regional employment centers, social security bodies, and civil status authorities, where legally mandated or necessary for program eligibility checks.
  • Service providers acting on our behalf including hosting, email delivery, SMS, and identity-verification providers, bound by confidentiality and data-processing agreements.
  • Legal and judicial authorities where disclosure is required by law, court order, or to protect the rights, property, or safety of MINEFOP, users, or the public.

We do not share your data with unrelated commercial third parties for their own independent marketing purposes without your explicit, informed consent.

Cookies and Tracking Technologies

The Platform uses essential cookies required for login, security, and navigation, as well as optional analytics and marketing cookies that only activate with your consent. Full details of each cookie category and how to manage your preferences are set out in our dedicated Cookie Policy.

Data Retention

  • Active account data: retained while your account remains active, and up to 5 years after your last login.
  • Job application records: retained up to 10 years for statistical and audit purposes, in aggregated or pseudonymized form where possible.
  • Identity verification documents: retained up to 3 years after account closure, unless a longer period is required by law.
  • Support and communication logs: retained up to 2 years to resolve disputes and improve service quality.

After the applicable retention period, data is securely deleted or irreversibly anonymized, unless retention is required to comply with a legal, accounting, or reporting obligation.

Security Measures

We apply reasonable technical and organizational safeguards to protect personal data on the Platform's own infrastructure, including encrypted connections (HTTPS/TLS), hashed passwords, access controls limiting staff access on a need-to-know basis, and periodic monitoring for suspicious activity.

No system connected to the internet can be guaranteed 100% secure. You play an essential role in protecting your own data: use a strong, unique password, never share your login credentials, log out on shared devices, and immediately report suspected unauthorized access through the Contact page.

Your Rights

Under Law No. 2010/012 on Personal Data Protection, you have the right to:

  • Access the personal data we hold about you.
  • Rectify inaccurate or incomplete data through your account settings or by contacting us.
  • Request deletion of your account and associated data, subject to legal retention obligations.
  • Object to or restrict certain processing, including marketing communications, at any time.
  • Request a copy of your data in a portable format where technically feasible.
  • Withdraw consent for any processing that relies on consent, without affecting the lawfulness of prior processing.

To exercise any of these rights, contact us using the details in Section 14. We will respond within a reasonable timeframe and may need to verify your identity before actioning a request.

Third-Party Links and Services

The Platform may display links to, or integrate with, third-party websites, employer career pages, partner institutions, payment gateways, social media platforms, or external training providers. These third parties operate their own independent websites and maintain their own privacy policies and security practices, which we do not control.

We encourage you to review the privacy policy of any third-party site before submitting personal information to it. Your interactions with such third parties are governed solely by their own terms and policies.

Limitation of Liability for Third-Party Incidents

MINEFOP takes reasonable steps to protect personal data within systems it directly operates and controls. However, MINEFOP and the Platform shall not be held liable for any loss, corruption, unauthorized access, disclosure, or breach of information that does not originate from the Platform's own infrastructure or from the direct actions or negligence of MINEFOP staff. This includes, without limitation:

  • Data breaches, hacking, or security incidents occurring on third-party websites, employer systems, partner institutions, or external services linked from or integrated with the Platform.
  • Compromise of your device, browser, email account, or personal network through malware, phishing, spyware, or social engineering not caused by the Platform.
  • Loss, theft, or unauthorized sharing of your login credentials, passwords, or one-time codes resulting from your own actions or negligence, including reuse of passwords across sites.
  • Fraudulent job offers, scams, or impersonation carried out by third parties outside the Platform, including via phone, SMS, WhatsApp, email, or social media, even where the fraudster falsely claims affiliation with MINEFOP or the Platform.
  • Misuse of information you voluntarily disclosed to an employer, recruiter, or third party after it left the Platform's systems.
  • Failures, outages, or security incidents affecting internet service providers, telecommunications networks, cloud infrastructure providers, or other systems beyond MINEFOP's direct control.
  • Events of force majeure, including natural disasters, acts of war, civil unrest, or government action.

You acknowledge that no online platform can guarantee absolute security, and that information you choose to share outside the Platform's systems — including with employers, on public forums, or through unofficial communication channels — is shared entirely at your own risk. If MINEFOP identifies a security incident originating within its own infrastructure, it will notify affected users and the competent authority in accordance with applicable law.

Children's Privacy

The Platform is intended for users who are at least 18 years old, or younger applicants participating in an authorized youth internship or training program with verified parental or guardian consent, in line with Law No. 2010/012. We do not knowingly collect personal data from children outside these authorized programs. If we become aware of such collection, we will delete the data promptly.

International and Cross-Border Access

Your data is primarily hosted and processed within secure infrastructure serving the Platform. Where hosting, email delivery, or analytics providers involve infrastructure located outside Cameroon, we require contractual safeguards consistent with Law No. 2010/012 to ensure an adequate level of protection for any data transferred.

Changes to this Policy and Contact

We may update this Privacy Policy to reflect changes in our practices or applicable law. Material changes will be announced on the Platform, and where appropriate, notified by email, at least 30 days before taking effect. Continued use of the Platform after changes take effect constitutes acceptance of the revised Policy.
